David is a seasoned campaign strategist and manages national and targeted communications and outreach programs. He provides Central Strategies clients with national and international expertise on campaigns and public policy. He also serves as an executive vice president for Resolute Consulting, Central Strategies' sister company.
Prior to joining Central Strategies and Resolute, David was chief of staff and senior political advisor to Florida Congressman Alcee L. Hastings. For nearly a decade, David developed strategies and built coalitions to help pass dozens of pieces of legislation authored by Congressman Hastings.
David has served in various roles on multiple Congressional races since 2000, including campaign manager and general consultant, as well as communications, field and finance director.
During the 2006 election cycle, David served as Deputy Executive and Communications Director of the National Jewish Democratic Council where he developed and implemented a successful national communications program for more than 20 congressional and statewide races in Arizona, California, Connecticut, Florida, Illinois, Michigan, Ohio, New Jersey, New York and Pennsylvania. NJDC’s campaign resulted in 87 percent of Jewish voters voting for Democratic candidates in 2006 – the highest percentage in decades – as Democrats regained control of Congress for the first time in more than a decade.

Prior to working in Congress, David worked in the Michigan State Senate as a Legislative Aide to then-State Senator Dianne Byrum.
He has been invited to speak throughout the U.S. and Europe on a number of issues including the role of religion in politics and microtargeted outreach to religious constituencies. He holds a master’s degree in international commerce and policy from George Mason University and is a graduate of James Madison College at Michigan State University with a bachelor’s degree in international relations.
